firewall preventing SOP

system: Win98, Norton Firewall/Systemworks 2003

since formatting my HD then installing the norton package, i cannot create web page shortcuts to my desktop nor download simple files like a BJ driver (apps downloaded have missing files)

standard oeprating procedures are no longer standard......what do i reconfigure?
