Just wanted to put this out there. I have been working on this for a few days. Customer finally got the firewall vendor on board after I sent them this solution. This was a Juniper firewall with an ALG Policy in place. My problem was my remote V2 cabinet and backup server would not work properly.

Details
ERR: IPOFFICE IS UNUSABLE UNTIL SERVER EDITION (AND UPGRADE) LICENCE IS ADDED
ERR: License Server Error: License Server Request Timeout, Invalid/Error Response
Primary or Backup server is generating licence error
System unable to process calls. Users on expansion cannot call other sites using the SCN lines. If calls are directed to hunt groups that reside on the Primary server they cannot be called.
Problem Clarification
Server edition Expansion system gets error License Server Error: License Server Request Timeout, Invalid/Error Response and license check fails.
User cannot be reached from other remote sites and cannot call out when using the SCN line
Cause

Licenses are checked between the main site and the remote sites under a regular schedule. If the Main Server does not get the License message, it will stop the SCN with that IP Office.

The Secondary Server will only failover if the main site goes down.
h323 inspection was enabled on Firewall and causing license check failure.
Ports are being blocked
For SCN additional ports needed:
UDP 49152-53247* RTP/RTCP
UDP 50795 IPO Voice Networking
UDP 50799 IPO BLF
UDP 1720 H.323/H.245
UDP 1719 H.323 RAS
Solution
in customer network firewall configuration change to "no inspect h323 h225"
Make sure all ports used by the IP Office are open on firewalls, routers, etc that connect the exapnaison to the IP Office
