Firewall, DCHP services won't start, Error 5: Access is Denied

Hi, I have a windows 2008 Server, which is just used to connect via terminal service from remote locations and occassionally when I restarted the PC I received the message: Firewall, DCHP services won't start, Error 5: Access is Denied

I found out that everytime it happens it overwrites some settings in the registry files.

I have a copy of the registry file to fix that problem, but I need to find out what is the cause of it so it will not happen again.

I use VIPRE Virus Program
the following softwares are installed:
I-Drive (for remote backup)
QuickBooks 2011
MS Office 2003
USP Worldship
and thats basically it

Any ideas what could cause that to happen
