I am looking for a way for a laptop running XP Pro w/ SP2 in a domain to automatically turn on the XP firewall if it is disconnected from the DNS domain network or if it connects to a non-DNS domain network.

Do you use Group poilcy in your environment? If so you can set up both Domain profile settings and Standard profile settings. The Domain profile settings are enforced when the laptop is connected to the domain. The Standard profile settings are enforced when not connected to a the network with the domain controllers. If you're interested here is a link on how to set up the group policy.

Hope this helps and good luck!
