firewall-1 NG master error message

I have installed firewall NG, anything seem to work fine, but there is a error message in the event viewer of Windows 2000 :
" FireWall-1: Couldn't get masters from masters file " ....
What does it mean ? how can I fix the problem ?
I have tried to un-install and re-install but I get the same error message

I need your expertise, thank very much in advance .
