Firefoz opens to last page visited

I have a user using firefox who will close firefox, reopen firefox and the page displayed will be the last page visited. They can reboot the computer and firefox will load the last page visited. HAs anyone seen this before? I thought it was a setting but I can't find the option to change it.

In the future everything will work...
