A coworker brought this to my attention today. I had forgotten about it (obviously).
I dug back through the service order history and found my notes on this.
The resolution, sadly, was that the IT people never got back to me, and the band-aid solution of forwarding out via PoTS was how we left it.
Most likely, the firewall was misbehaving.
