Filtering IP Fragments stops L2TP Connections

I don't know what is causing it, but I looked up your problem and I read that "If you enable filtering of IP fragments, some multimedia connections might not work properly. You will not be able to establish a connection, or performance will be significantly degraded". This is straight from M$. It sounds like you should just disable this option, as it isn't all that useful anyway.
