What does the test value "NA" mean in a filter, for example:

START DATE = NA

I suppose start date = NA means that you have not assigned any filter to it yet.

The NA means Not Applicable.

If you are using the Auto Filter feature, and see NA on the drop down list of the Actual Start Date column, any of the tasks with NA in that field have 0 hours of actual work applied, which basically means they haven't started yet. (Or you haven't applied the actual work hours to them yet. As soon as you apply work hours, or mark a task partially, or 100% complete, the Actual Start Date is populated)

If you are looking at one of the filters that come with project, a test for Actual Start Date = NA would result in showing you tasks that haven't started yet.
