Filter Missing for Exporting to TXT

I have MS Office 97 SR2b installed on several machines and all but one have the ability to save/export data to a .txt file, I have some list like rtf, html, etc. but not txt. The filter is installed, just not appearing. I have tried re-installing Office but still no luck.

Why don't you try to run excel.exe /regserver on the PC?
