Fill and Stroke command

I am working on a document where I have created many text frames. I am able to use the Fill and Stroke command (Ctrl+U) on some of them, while on others the Fill and Stroke command does not come up as an option. Why is this? How can I enable the fill and stroke command on these frames?

Make sure you have either no object selcted or have selected the text frame first with the pointer tool.
