Fill and Sign PDF Documents

Forgive me but I don't know much about Acrobat and my searches are coming up empty (at least for my skill level)

I am helping a relative try to figure out how to sign a document

One of the documents we are trying to work with is Gov.ca Importing Form

I downloaded Acrobat Reader DC today to see If it might work for me. Doesn't seem so. I cant type in the signature field and the Sign Icon when using Fill and Sign via tools is greyed out.

Do I need a different version of reader?
Do I need a subscribed version of Acrobat
Is there a way to use a digital Signature

Any help or suggestions would be appreciated.

Additional Info: My SIL only has internet service out at the lake. Printing and faxing requires a 1 hour round trip to the office.

It looks like the signature is just a protected text box, like the 5 protected fields in the box in the upper right. No facility to put a signature in.
 
OK that makes sense.

Print, sign and scan it is I guess.
