filesystem wont allow new files but not full

Running AIX 5.3.
JFS2 File system:
24GB total
84% used
iNodes:
1.3 million 60% used
Stopped allowing new files. Had to create a new filesystem and redirect postscript documents to it.
Why did it think it was "full" at 84%, and only 60% iNodes used? We have other FS with more iNodes used, but a smaller %, but it is a JFS FS:
JFS File system:
96GB total
91% used
iNodes:
2.7 million 23% used.
This one is still allowing files to be created.
I know there must be a parameter somewhere, but I don't know where it is.

There's no reason I can see why this shouldn't be working fine ...
What's the exact error message you're getting here ?
 
If there was a file that filled the file system and you deleted it but the process still has it opened it will give that error.

If this is what happened stopping the process should release it.
