Files required for dtsrun utility?

I have a .NET program which executes dtsrun as a process. I need to move it to an application server which has no SQL Server pieces on it at all. Is there some subset of the SQL Server install which will provide me with this ability? Is installing enterprise manager enough? Too much?

Any help with this would be greatly appreciated...
