I have several .tif files that, for some unknown reason, I can no longer open. I am also restricted from moving, or deleting the files.

I get a message prompt indicating that the files are in use or that the disk does not have enough space to open the file. Both are not true. I checked the obvious file settings (read only, archive, etc.) and nothing different with these files as compared to others.

I would like to keep the files and use them if possible.

How can I gain access to these locked files?

Click Start, Run,CMD
Assoc .TIF=3DTIFImage.Document
regsvr32 shimgvw.dll

Reboot and test.
