files are locked for mac clients

Hi im having some problems with windows 2000 server (sp2) and mac clients. If a macuser store a file on the server, then someone accesses the file from a pc, and a macuser tries to open the file again it gets a access denied the file is locked error message. the only software running on the server is norton antivirus corporate edition, at first I thought this could cause it but then i saw the same problem on another network without the nav. So does anyone have any ideas what could cause this?
