FileMove (Powerbuilder)

This function work fine most of the time but not all the time. Is there any reason why? I'm producing and re-naming PDF files. This function returns -1 (error opening source file) at one point which make my whole functionality not work. The PDF opens just fine when I double click on it (from explorer).
Does anybody have any ideas?

Make sure the file is closed after creation.

Thanks, but that's the first thing I checked. Any other suggestions?

I had issues with files in the past. One technique I used was to check the fileopen return and then wait a few seconds and try again. This was in a loop which quit after x number of tries if it failed to open the file.
