file_uploads in php.ini

I am trying to turn "file_uploads" off in my php.ini file. It seems "file_uploads = On" is the default. Before I change it in the php.ini file, when I access my phpinfo from a browser, the value for file_uploads is 1. When I change it to off in the ini file, and bounce apache and tomcat, the value for file_uploads in the browser does not change. Any info or ideas on this. Thanx.
