If I'm understanding you correctly, you have to have "Connect Client Drives at Logon" enabled in order to be able to do this.
To enable it:
Open Citrix Connection Configuration > Client Settings and place a check mark in Connect Client Drives at Logon.
Other than any GPOs you may have set that deny access to the Citrix Server local drives or demotes privs for users, this should do it.
Are using published apps or full desktops?
