Ok this may be a little off topic.

I have a folder with literally over a million documents in that folder. Users need to access the various docs that are in it.

I am looking for a utility that will limit the amount of these files that a user can access in one day, such as I want a user to only be able to look at 20 per day so that we can prevent data theft and or misuse of the entire file share.

Anyone with a helpful suggestion will be greatly apreciated.
