File replication service!!!

Just create a New DC for a site, none of the clients are using it to log in. This is the error message in the event log

File replication service is initializing the system volume with data from another domain controller.Computer ##### cannot become a domain controller until the process is complete. The system volume will then be shared as SYSVOL

Any ideas microftsoft doesn't seem to anything on it

Sounds like this is a second domain controller that cannot synchronize with the first or other domain controller.

Are there any more suspicious errors in the System Event Log?

What happens if you run DCPROMO again?
