file permissions

Have a situation here that I could use some help on. Have a file server, with multiple nested folders, some times as deep as 100 or so. We just got a new president at work, and he needs access to all folders and files on the server. I could obviously add permission to the top level drive, and hit replicate down, but the problem with that, is it would replace permissions with the top level folder on all the child folders changing their permissions as well. That is not an option because a lot of users are setup where they only have access to a specific file/folder nested 20 folders down. Is there a was to do this without going to each and every folder and adding permissions?
 
Found the answer, well at least a usable answer. Good old cacls
