File Permissions for IIS

I connect to my own web site FTP on my computer using FTP Voyager and I want to run a php BBS so I need to have the file as 0777 file permissions. CHMOD 0777 works on a UNIX server right but it doesnt work on my server which is IIS.

Could someone please tell me how dumb I am (and how to do it). Thanks.
