File is in uses when trying to delete

Good morning all. I've got a 2k PC that is saying "File is in use" whenever I create a file and then try to delete it. I've checked all that I can to verify that the file is not open but unless I reboot it won't let me delete. The same PC from time to time will say "path not valid" when browsing network drives. This PC is on a Novell network with the 4.9 Client. Any info would be much appreciated.

At the server, there is are some set commands:
Set Client File Caching Enabled = Off
Set Level 2 OpLocks Enabled = Off
 
Thanks for the input. The problem is that this is only happening to one client, so that almost eliminates the chance of it being server related. I tried the suggestion to delete ~*.* but no luck there. Any other suggestions?

I'm getting a host of other errors relating to this one. The newest is: File is in use by another program
