File -> Convert -> XSLT 1.0 is disabled

I'm giving Dreamweaver 8 a try and have gone through the tutorials using Cafe_Send sample site.

So far it was good, but when I got to the point of coverting an html file to xslt the button is disable in the menu at the location: File -> Convert -> XSLT 1.0

How can I enable it?
