File / Folder Rename without delete

In order to create folders and files and "rename them" a user must have the "delete" permission. Is there a way however to allow this without being able to delete said folder or files?

I know I could break down folders into further groups but I really do not want to do this as its a huge account.

I know you would have thought by now M$ would have sorted this out. To allow a user to create, modify contents and files and rename them but disallow them to delete files or folders.

At the very least, at folder creation or file creations allow the name to be created instead of "New Folder" or "New Text Document" sheesh. But this is ok, it is no wonder many migrate to *nix or Apple for file servers seeing how absurd MS is along this line. Now I have to create a ton of extra folders to prevent this one evil :(
