Is there a comand to search if a file exists on local system
This should be some system sp I believe.

Same as any other object. In EM, right-click on it and go to All tasks -> Manage Permissions. I think the Public role has default permissions on it so you may want to remove that for a start. If you did that then only sysadmin members would be able to execute it.
