My standard toolbar, the one containing File, Edit, View, and other options, has disappeared on me. Not available in any databases. How do i get this back?

Have you tried to press the Reinitialize button in the custom toolbar popup ?

I don't see that option. Only "Reset" and that does nothing.

Menu bar isn't even an option. I checked another PC where the Menu Bar is available, and it is an option from the Customize List on that PC, but not this one.

Even if you open the database holding the Shift key depressed ?

Fixed it, i think. Went to the toolbar properties option, and was able to choose it from a combo box there.

But now my min/max/exit buttons on the sub-windows are squirrely(i.e., if i maximize one of the windows of the Access DB, i can't minimize or exit it.)
