File download notification

I am hoping to make a file available for download on a web page. I know this can be done using an <a> tag but is there a way to implement this so I am notified somehow that a download has been started and/or completed.

Perhaps by way of a form & email script combination?

If necessary I can revert to ASP but it may be necessary to implement initially without ASP support if this is possible.

You will have to resort to server-side code to do this. There is no HTML that can do this for you.
