File does not begin with '%PDF-' Problem

MY webhost serving the PDF documents as Apache & run with Cpanel. Enabling HOTLINK PROTECTION in Cpanel causes this error to be generated when a web browser (especially Firefox) attempts to access a PDF on the web site.

I've disabled hotlink protection on PDF files and all is now well.

I've run into this symptom occasionally with Web Access to FileNet Content Services, and restarting the Web Access server (running IIS) has cleared the problem.
