file creation time stamp off by eight hours

when using windoze at work and creating a file in Office the time is correct. work on same file at home on osx(10.3.6) and then save the time is stamped at UTC, (8 hrs diff to PST). others at work with mac's at home have same issue. time and zone are set correctly for local PST. any ideas?
Mac store "guru" had no ideas.
 
You might try pulling up a Terminal window and issuing the date command and see what kind of result you get.

Also, check in your system preferences what the date time preference is.
