Not having used Page Maker, I don't have a definitive solution. Perhaps a Page Maker user will be able to provide one. In the meantime, however, I hope I will be able to offer a solution by pointing out the extensive file conversion ability of CorelDraw.
CorelDraw has for a long time been recognized for its extensive ability to OPEN or IMPORT several different types of files, and of course to EXPORT to several types of file formats, including "TIF".
Hopefully, Page Maker will permit you to either save the files as a type which in turn can be opened or imported by CorelDraw. If so, you will then be able to Export to the "TIF" format.

I hope that somewhere amongst this long list, you will be able to find a file format which will "connect" with one Page Maker can write to or export to. Then, if you have CorelDraw, or know someone who has, you will be able to convert your files to "TIF" format.
Good Luck !!! And, I couldn't end this without suggesting that if you have a reasonable amount of graphics type of work, you should seriously consider checking out CorelDraw as an item to PURCHASE.
CorelDraw is a "full-fledged" graphics package which is considered to be the PREMIERE graphics product for general purpose graphics applications. It is extremely versatile with a HUGE number of "creative tools" which make it extremely powerful and easy to use. Plus, graphics objects created in CorelDraw can be totally embedded with other software such as PowerPoint. Total embedding means, for example, that you can copy/paste into PowerPoint an object you just created in CorelDraw. And, then you can save the PowerPoint file with that object embedded within the saved PowerPoint file (there is no separate CorelDraw file - unless you want to also save a separate CorelDraw file). When you want to edit the object (within PowerPoint), you simply "double-click" on the CorelDraw object, which launches CorelDraw and permits you the full editing capability and power of CorelDraw.
I hope this rather "long-winded" response has been worthwhile, and at least gives you further insight into some file conversion options.
I know it's a long time since you asked this question (I found this thread because I was loking for info on Visio), but to convert a Pagemaker file to a TIF is complex but can be done.
If you have PM6.5, Distiller 3 came bundled with it. Open your PM doc and choose the option to 'print to file' after selecting Distiller and its PPD as your printer. You can also select to print not as a postscript file (the normal route if converting to a PDF) but to an EPS file. Each page of the PM doc will be saved as a separate EPS file.
Then you need to fire up Photoshop, and open each EPS file, give it a name and save it as a TIF. Mission accomplished!
