Does anyone know how to prevent user from compressing files or folders on a shared or local drive via a group policy?

Can anyone get me close to how to prvent this.

I have server 2003 server's at four location, but at our main site that share these drives, i notice that there are a lot files and folders being compress even after they have been uncompressed. i need to also know what is causing these files or folders to be automatically compressed.

Can someone please help?
