File association not working Office2000 with XP Home

I have been running Office2000 with XP home for a while as the admin account. I have set up a new account and find that when logged in as the new account if I double-click on a file icon for a Word Excel or other MS-Office file an attempt is made to configure MS-Office 2000 Premium. The attempt fails with "error 1706 No valid source could be found for Microsoft Office2000 SR-1 Premium. The windows installer cannot continue."

How do I get round this?

Most likely, you need to install MS Office as an administrator. This was probably not done.
