File and Folder Advanced Permissions/Deny

Hello, I am looking for some help setting up user permissions. What I want to do is DENY users the ability to create anymore additional folders on our server. I still want them to have access to create files and write data inside folders, just not create new ones. I run into trouble when I select DENY on the Create Folders/Append Data line. After I choose this user's cannot write data to the folder, I need them to be able to. ANy advice would be HUGE, thanks!
 
If you're using Win2000, go to the advanced on the permissions tab which will take you to the access control settings. You have to select each user (unless someone knows a faster way?), click on the view/edit button, and you have granular control to allow create files and deny create folders.
