file access denied

An old FPD2.6 app is suddenly getting intermittant "file access denied" and "Memo file is missing/invalid" errors when opening some of the smaller lookup tables. The dbfs look OK when opened in browse and 90% of the time users open them without problems. Our NW admin says nothing has changed on the server side.
The server this in on has about 1,000 users and I'm afraid we have maxed out some threshhold but the NW guys find no problems in the logs.
This app has 200 users 20+ dbfs. The largest table has about 500,000 rows.

Our environment is NT4 clients, NW4.x server.
 
Are you using MS or Novell Netware clients? What version? If Novell have the client settings been changed from the "bad" default settings for caching? (As recommended by Novell for Fox and/or non-client/server database applications.)

We found the problem. A new Norton Anti Virus was installed the day the problem started. Our NW admin disabled NAV for the directory where the Dbfs are and the problem went away.
