File ¦ New ¦ Window - want to open start page 1

If I select File | New | Open, I'd like to have my start page come up, rather that the page I am currently viewing. This is a real bugger, especially if the page I am currently on is say, a cgi that's taken 3 minutes to load or something along those lines. A buddy says that he gets his start page, but I can't find any registry entry that would control this.

Why not just open another instance of IE, using the quick launch button or desktop shortcut?
