Field names labels need to repeat only once per page

Below is my Report Setup. Currently my field name labels and data fields are both under the detail section. Currently my field name labels repeat for each record. So if you look at a page of my report the labels are repeated for each record. I would like to setup the report where the labels repeat only at the top of each page. How do set this up? Below is how the detail section is setup in Design View.

Would it resolve my issue if I move my Name of the Program text up under Page Header and then move the labels under Program Header?

Yeah, just move your labels up in to any of the section headers. The page header is the logical place but have a play around and see what looks best. You might find it looks better if you put them in the program header. It depends on how many detail rows you have in each program.

As a related tip you might need to play around with the "keep together" property under the grouping options.
