Look in OWA. OWA uses live data, whereas the Address Book in Exchange is only generated once per day.

Are you talking about cache mode users not seeing updates?
You can update the schedule for the OAB generation so its gets updated more often but Outlook by default still only updates once a day.
Usually around noon with a skew of one hour either side if memory serves.
You'd have to do a manual update of the OAB on the Outlook client to get it to pull the updates. Sorry. :-(
