Much depends on what you expect at the end. If the Merlin is a Legend or Magix - you could create a T1 across fiber and network as if they were linked by traditional T1. Partner doesn't "network" but you could take a couple of analog stations from Magix into trunk positions of Partner. Or use Partner T1 module back to Magix - again drawing dialtone from Magix. None of these systems support fiber native...
