Is there such a feature that would enable a group of people on site to listen in on a conversation taking place on another on site phone? Also is there a way to record a phone call?

I have a BCM 400 with Call Center.

Thanks in advance

There is a feature called "Group Listen".
It basically turns on the sets speaker and keeps the handset enabled for the person actually on the call.
Use Feature 802 to activate.

You can monitor Call Center calls if you are defined as a Call Center Supervisor.

You can record phone calls via Voicemail.
But, I think it beeps every 5 seconds so the other party knows they are being recorded.
Your voicemail Class of Service must allow this, and any calls you record will be saved into your mailbox.

If your looking for a solution to use for recording all of your Call Center calls, check out Call Parrot.
