Feature 71- Link?

I have a Norstar office phone system (im not sure which version) and I just learned about Feature 71- Link(Flash. I'm not sure what the function of this feature is, and I was hoping someone could explain it.

it is like pressing a flash key on a standard phone. used for CO features like call waiting
