FDN External calls

I must be getting OLD-
I have been looking at this for days and can't seem to FDN external calls-
Call Flow-
A call comes into the Attendant or Auto Attendant-
Dial by number to ext 2038
Ring out the RCO & FDN to a steering code to a second site
Ring the alternate station

If I dial the auto attendant from at station, the call forwards the the second station
If I dial from PSTN the first station continues to ring - no forward

FDN is used for all calls if CLS is CFTD and FNA

must have had cff in ld 15, that's a burn. if the frl of the rlb is higher then ncos of the inbound trunk, and the rdr opt is cfo, class will not help.. you do have to remove cfta and add (usually) cfxa, call forward external allowed
