FBDA on Analog Phone Does Not Return to VM Box

I have little experience in programming our new Nortel CS1000e.

I am attempting to configure my Manager's analog phone (DN 515) to "Forward Busy Don't Answer" to his Clerk's analog phone (DN 516) then return to the Manager's voice mail box if the Clerk does not answer.

BEFORE CHANGES
Manager's Phone:
DN: 515
Hunt: 592 (voicemail)
FTR FDN: 592 (voicemail)
CLS: FNA HTA
Clerk's Phone:
DN: 516
Hunt: 592 (voicemail)
FTR FDN: 592 (voicemail)
CLS: FNA HTA
FBDA calls to each corresponding DN properly goes to it's own voicemail box.

AFTER MY CHANGES
Manager's Phone:
DN: 515
Hunt: 592
FTR FDN: 516
CLS: FNA HTA
Clerk's Phone:
DN: 516
Hunt: 592
FTR FDN: 592
CLS: FNA HTA
Now, FBDA calls to Manager's DN 515 goes to Clerk's DN 516, but the call rings forever at DN 516 without returning to the Managers voicemail box.

What do I need to do so the FBDA call to DN 515 will return to DN 515's voice mail box if the Clerk at DN 516 does not answer?
