FAXCOMEXlib.dll Error Sending Emails on Windows 10 64 Bit

Having trouble sending email from a new Windows 10 64 bit computer. The application has been running fine on Windows 7 computers for quite a while. On the new computer I can send emails with a text file attachment but not tiff files or tiff files used as the body of the email. On each of the computers I have Interop.FAXCOMEXLib.dll in the same folder as the executable. this works fine on all of the other computers. I have set the default app for tiff files to the Windows Picture Viewer, but this didn't solve the problem. Unlike the other computers do I have to register the dll or does it need to be in the SysWow64 folder? I also don't see another dll just for 64 bit. The error I get is
Could not load type 'FAXCOMEXlib.IFaxServer2' from asembly 'Inerop.FAXCOMEXLib. version=1.0.0.0, Culture=Neutral, PublicKey Token=null'

Thanks, I saw that one too. I still think it's some kind of file association issue. I can send an email with a text file attachment, but not a tiff file.

OK, no progress. I checked the file associations and they are OK. I tried copying and registering the interop.faxcomexlib.dll in syswow64 and the system32 folders. Both gave me an error. This is frustrating. I can send an email with a text file attachment but not PDF's or Tif files, or an email with a Tif file as the body. Anybody have any ideas?
