Customer is using one of their DID number to route incoming faxes to a fax machine. For example Fax number 555-3311 is using LINE 251 and Ext-3332

Theproblem happens when the first call is answered bythe fax and another fax dials in on that same DID number, the call rings for several rings then gets routed to the the receptionists at ext-3300.

I am trying to make the other incoming callers hear a busy signal letting them know the fax is already in use.

Yes, I thought that was what I was suppose to do and I did set it for BUYS TONE but it is still doing the same thing?

When I call the extension direclty it does now say "FAX BUSY" but when I call the 7 dugut DID number from outside is still rings.

Is the prime for line 251 set as 3300 or 3302? You will want it set
to the same extension that the fax is on . You may also want to check to make sure that the extension the fax is on is not set to forward anywhere else.

No, private is only used when you want a line not to be used by anyone else and as long as it's not assigned to another extension, Public is OK.

But as for your fax line, insure the target line is not assigned to another extension, answered in a hunt group or programmed in call pilot auto attendant to be answered. An easy way to tell if any of the above is programmed, is to set prime set to NONE and remove the line from the analog extension. Then call the DID, you should get either a fast busy, or an intercept message from the carrier.
