Fax Server with PRI interface can't place outbound calls thru IPO 1

I have a customer who needs the ability to fax outbound from a fax server with a PRI interface thru the IP Office. Incoming works fine, but I'm having trouble making the IP Office receive a 9+ call from the fax server and route out the local PSTN PRI. I have anything from the fax on the Incoming Call Route pointed to 9N. It appears the IP Office only send N to the ARS instead of the number sent by the fax server.

What am I missing?

Put a shortcode like ?,.,Dial,LineID of your external trunks and all dialled numbers from the Faxserver will be send direct to the outgoing trunk without any modification.

I normally do 9xxxxxxxxxx (11x's) as a call route with the destination being a period. that will allow calls out.
