Fax off of analog port on BCM

I have assigned 1101 to an analog port off of BCM, with a target line of 485, for that line to appear and ring on that I/C. I can call the I/C internally but when I call from outside i get a fast busy. What am I forgetting/

Have you programmed the incoming number under the received number in the target line.

Is the fax connected with either an ASM or an ATA2? Regular ATAs don't work.

Also, the extension should be programmed with Prime line as Intercom and I usually set the target line to ring only.
