Fax not Receiveing Through PRI/DID/ATA

I have a fax machine that will transmit and not receive. I put my butt set on the line and it rings perfectly. When I dial the Fax from my cell the Fax answers and I hear the tones. It will not sync. I have a Postage meter that I can plug into the same line, and it will not dial out. Postage Meter guy said parity was reversed. I reversed parity, no difference. I do not know what to try next. I moved a fax from a different spot and it worked. Xerox M20i. Any thoughts?
 
Is the postage meter set up to dial out using the appropriate line pool code? I can't imagine polarity causing an outbound problem with the postage machine. Is there another fax machine you can swap into that location to test? Or swap out your ATA & give it a try.
 
The thing is,
If you plug your butt in set on the jack ~ call the DID; it rings and you can answer it - the DID is working and is programmed correctly to the proper extension...
Now call out with your butt in set and see if you can get a line out... if that works the programming is correct.

Plug in the fax machine- and call it, if you get to the fax machine and hear the fax tones, the call has been received by the fax.
Test an outgoing fax... if it gets received then the programming is correct, that is if everything above has been tested and works.

If the fax will not receive an incoming fax, there is something wrong with the fax setup.

The postage machine, as bbdodge stated... maybe it's not set up with dial 9 (Line pool) access out.
 
Found out Postage macine was new. Did not know that. Did not dial 9 automatically. Duh. Fax still not working. Can send, but not receive. Butt set, can call out and did in. I think it is fax, but hard to prove. It was working, then construction crew cut line and removed ata. Found line rerouted it and put in another ata. ata swapped out already. Thanks for the help.

The thing is... you have proved that the line for the fax works. Period.

You can call in and out, the fax is just a glorified analog phone that can scan a paper and change to beep and whistles for another fax to receive that information.

The problem has to be with the fax... if it can fax out, but not receive ~there is something wrong with the fax, unless you know how to program the fax... that is where you end, you have proved that the ATA is working by calling to it and from it.
-> I bet is was someone playing with the settings on the fax after someone cut the ATA off the system.

If there is another fax near this one, change them out and test. This will prove the line is working to the customer and that it is a fax issue.
