Fax machines automatically dial 9

I am switching our fax machines from dedicated lines to DID's. Switching to DID's means that the users need to dial 9, to get an outside line, and then dial the intended number. Since they will never need to dial an internal number I wanted the lines to automatically get an outside line to avoid having to dial 9 first. I don't have a clue how to do this. I am using a Meridian 1.
 
xlst's are a great way to create a VPL. Gives the analogue line that "not on a pbx" look.
